Small changes to project invite permissions

Project administrators added prior to May 3rd were granted permission to add existing users to a project, but were not permitted to add new user accounts. Inviting users outside your team required project administrators be promoted to account administrators.

This historical security feature was once relevant to the way Loco worked, but it no longer makes any sense and has caused confusion over expected behaviour. Hence the behaviour has been dropped as of today.

Project administrators added after May 3rd will be permitted to invite new users as well as existing users. Please contact us if you have an older project role you would like upgrading with this permission.
